The Government Performance and Results Act (GPRA) requires federal agencies to set long-term performance goals, as well as collect and report performance data related to the achievement of those goals. To comply with this performance reporting, the Substance Abuse and Mental Health Services Administration (SAMHSA) requires its grantees to collect performance data using surveys approved by the Office of Management and Budget (OMB). SAMHSA requires that the responses to those surveys must be entered into SAMHSA's SPARS website. The number of responses that a grant enters into SPARS is then compared to the grant's annual participant target to calculate the overall participant coverage percentage.
There are different kinds of GPRA surveys, also known as data collection tools, for differnt types of SAMHSA grants. The surveys that a grant will be required to use depend on: whether the grant directly services clients or provides training to the workforce; whether the grant is a CSAT, CSAP, or CMHS grant; other factors unique to each grant.

Lanitek's GPRA Upload system provides online versions of the GPRA surveys required for both CSAT Training and Technical Assistance (TTA) grants and CSAT Client Service grants (used by State Opioid Response (SOR) grantees and others). Unlike surveys built with general survey building tools, like Qualtrics or Survey Monkey, our surveys have built-in validation specific to each GPRA tool to ensure that responses meet all SAMHSA's requirements and will be accepted by the SPARS system. When a staff member or event participant completes one of our online surveys, that response is stored in our database and then automatically transferred to SPARS using specific data formats that SPARS requires for data transfer. Response data stays electronic from start to finish and requires no human review, resulting in very fast and accurate uploads. This saves organizations hours of manual data entry time inputting survey details.

Lanitek's GPRA Upload system provides online versions of the three tools used by the TTA grants - the Event Description, the Post-Event, and the Follow-Up. Grant staff can easily create a unique Post-Event link to provide participants for each event that the grant holds. After all participants have completed the survey, the staff member completes the Event Description survey and all event data and participant data is transferred to SPARS. If the event was 3 hours or more, participants will be automatically emailed a link to a Follow-Up survey after 60 days. Other features include:
